Cecilia Rubi, a member of the independent union of Han Young strikers, insists to a labor board official at left that she be permitted to vote in a union election outside of the struck plant. The labor board permitted a government-affiliated union to bring people to vote who had never worked at the plant. Rubi and three other women demanded that they be accorded the same privilege.
