Enrique Hernandez (extreme right), general secretary of the independent October 6 union protests to Mexican Labor Sub-secretary Javier Moctezuma Barragan (left, with glasses), after he and other members of his union were beaten and expelled from a meeting organized by the Mexican government to discuss their right to form independent unions. Hernandez confronted Moctezuma Barragan on the steps of the lobby of the hotel moments after the beatings.
