Armando Reyes, an organizer of an independent street sellers' union in Ensenada, moments after he and other activists were beaten and expelled from a meeting organized by the Mexican government to discuss their right to form independent unions. His banner reads "No more corruption of the labor board." The labor board in Tijuana is one of the principle barriers preventing workers from forming independent unions.
