Isabel Ortiz, 84 years old, is the matriarch of the Ortiz family. Two decades ago, she moved with her children and grandchildren from the state of Puebla, where they had lived for generations, to the border in search of work. Most maquiladora workers come to Tijuana from other parts of Mexico where unemployment is high.
